  1. Real-Time Audio-Visual Communication: The commissioning must take place in a live conversation between the commissioner and the deponent with both parties having the ability to communicate in real-time using technical audio/visual modality.
  2. Identification: The commissioner must confirm the identity of the deponent. They might present a state-issued ID or something else that can guarantee their identity.
  3. Using Modified Jurat: The commissioner must sign a modified oath indicating that it has been administered in accordance with the Regulation and that both parties were present through virtual means at the time of commissioning.
  4. Maintain Deponent’s Understanding: When issuing a document to be signed, the commissioner must take reasonable precautions to ensure that the deponent understands what is being signed.
  5. Maintain Records: The Commissioner must keep a record of the transaction.
